Lying at the junction of three great continents and the oceanic trade routes that link them, the Gulf, like a magnet, for centuries has pulled powerful nations into its waters and adjacent lands. This book examines the contested history for the Gulf and its commerce and resources, concentrating on the role that Portugal, Holland, Britain, and the United States have played in the region since the 1400s, along with a look at possible future involvement by India and China. (Co-edited with Dr. Saul Kelly of the British war college).
Dr. Jeffrey R. Macris is the Dean of the College of Leadership and Ethics at the U.S. Naval War College in Newport, Rhode Island. A proven strategic leader, he builds teams and programs that shape ethical senior leaders for the highest levels of national service. Adept at forging strong relationships across campus, throughout government, and across industry, he recently led the change to embrace outcomes-based education and the assessment of student learning. Dr. Macris came from the U.S. Naval Academy in Annapolis, where as Deputy Director of the Vice Admiral James B. Stockdale Center for Ethical Leadership he instituted programs that championed “Ethics Across the Curriculum,” while concurrently chairing the Naval Academy’s new Leadership Excellence Council. In Annapolis, he designed the institution's 20-hour interactive "Leading Across Cultures" education program in cross-cultural competence that championed inclusivity while certifying a cadre of "Dignity and Respect Officers" from every dorm and sports team. Dr. Macris previously taught at Yale University, where as a Presidential Visiting Fellow and Visiting Professor he led Political Science and History Classes. He still regularly teaches courses in Leadership, Ethics, Middle East History, and Islam.
Dr. Macris holds an MA (Middle East Studies & International Economics) and PhD (with Distinction) from Johns Hopkins University’s School of Advanced International Studies, where he studied under the direction of noted scholars Fouad Ajami and Eliot Cohen. He holds a BBA in Information Systems (magna cum laude) from James Madison University. He has earned certificates in Diversity & Inclusion from Cornell University, Leadership Development Measurement from Rice University, and an Arabic language certificatefrom the U.S. Defense Language Institute in Monterey, California,
A public education advocate and volunteer, Dr. Macris holds the State of Maryland’s coveted "Parent Involvement Matters Award" and the Maryland Governor's Lifetime Service Award for his leadership in turning around two failing middle schools in Annapolis. He previously headed the Annapolis Education Commission, and currently co-chairs, along with the state's Deputy School Superintendent, the Maryland Department of Education Family Engagement Council.
Earlier in his career, he served for over a decade as a U.S. Navy pilot. After leaving the service, Dr. Macris became a project manager and senior analyst at Johns Hopkins University's Applied Physics Laboratory, where he led defense and homeland security-related assessments and studies. He also teaches International Relations and Middle East history courses in Pepperdine University's Washington DC program.
"A superb political-military study of the Persian Gulf region that provides a sophisticated analysis of British interests, past and present, and how the United States inherited its current security role driven largely by Britain's withdrawal "East of Suez" and U.S. Cold War fears. It is a legacy, as Dr. Macris cogently points out in his conclusion, that the United States will continue to find difficult to discharge in the 21st century as guardian of global public goods."
--Frank L. Jones, Professor of Security Studies, U.S. Army War College

"Jeffrey R. Macris has achieved what many others before him have failed to do. He has written a highly readable book that makes a big argument without sacrificing the details of the Anglo-American encounter with the Persian Gulf. Given that this region will be the primary area of U.S. diplomatic and military activity for the foreseeable future, "The Politics and Security of the Gulf" is an essential read for scholars, journalists, and policymakers."
--Steven A. Cook, PhD
Council on Foreign Relations Washington
Hasib J. Sabbagh Senior Fellow for Middle Eastern Studies

"Jeffrey Macris, has written a first-rate, timely and much-needed account of the handover of responsibility for the security of the Gulf from Britain to the United States during the past four decades. Let us hope that American and British policymakers will read it in order to avoid the mistakes of the past.”
--Dr. Saul Kelly,Defence Studies Department, King's College, London

“In this careful historical study of the Persian Gulf, Jeffrey Macris chronicles a century of British and American involvement in Arab and Iranian conflicts. Drawing on first-hand knowledge of the Gulf, knowledge of Arabic, and prior military experience in the area, Macris demonstrates that the Anglo-American presence—in contrast to the influence of either the Soviets or aggressive dictators—was for the most part positive, and contributed to steady progress in the region. A candid and honest appraisal of a highly controversial and emotional subject—well-written, and thoroughly and dispassionately researched.”
--Victor Davis Hanson, Senior fellow, classics and military history
The Hoover Institution

"An examination, not merely of the security of the Persian Gulf, the Anglo-American relationship, the decline of one hegemon and the rise of another -- though it is all those things -- but a study in statecraft, with lessons for American policymakers today."
--Eliot A. Cohen
Director of Strategic Studies Program
Johns Hopkins University's School of Advanced International Studies

Prof. Macris's work is an outstanding contribution to our understanding of the critically important Gulf region. His extensive research provides the reader with a well-written, balanced view of the roles of both of London and Washington in this area of the world.”

Jeffrey Macris is a first-rate scholar of history and of strategy. In this superb book he ranges over the history of the Persian Gulf and of the order provided that vital region by Pax Britannica, then by the Pax Americana. A vivd portrait of the tumult swirling over the Persian Gulf, and of the play between foreign powers and the States of the Gulf. The fragility of order in the Gulf is depicted with great skill and poise."
--Professor Fouad Ajami, Hoover Institution
“The authors provide methodically researched, well written, and in-depth information and analyses on a subject that is vast and complex in its scope, giving the reader the necessary tools for further reflection. The authors’ notes at the end of the book are valuable assets, and give the reader access to a plethora of additional resources. Even if the analyses are not always of the same magnitude, the authors consistently share a concern for rigor and quality research, requiring a considerable investment of time. Together, they present a clear and comprehensive analysis of how the world’s various powers intervened in the Persian Gulf, and how this has affected the region and its evolving political climate today.”

“Comprising eleven of the papers presented at what must have been an absolutely fascinating series of Gulf and the Globe conferences that were held at the US Naval Academy in 2009. While generally considered to be an oxymoron, naval intellectualism is a reality. Fortunately, it seems to be reasonably prevalent in the US Navy despite the best efforts of many of America’s current crop of politicians to suppress it. This fine collection of essays describing the past and present realities of the Gulf region prove that assertion beyond doubt. While lightly colonised, the Gulf has been and remains a plaything of the great powers. Reading the book is a great way of learning how and why.”

“The timeliness and clarity of Imperial Crossroads: The Great Powersand the Persian Gulf, published by the US Naval Institute Press in July 2012, is remarkable, not just because the analysis by the book’s numerous authors is so good, but equally for the vivid image which was created by what was not said… The superb compendium of interlinking analyses in Imperial Crossroads goes a long way to helping provide a perspective on the Persian Gulf, not only to the new generation which must contend for influence in a region in play, but for the local players who must now find themselves.”
— Defense & Foreign Affairs Special Analysis, September 6, 2012

“Imperial Crossroads should be essential reading for any military and maritime practitioner in this strategically vital and complicated part of the world. I wish it had been available when I first deployed to the Gulf in 1968.”
—Admiral Sir Jonathon Band GCB, First Sea Lord and Chief of Naval Staff UK (2006–2009)

"A superb collection explaining clearly why the world's great powers have consistently recognized their prosperity and security are tied directly to the Persian Gulf. Macris and Kelly have not only woven together past interests but have made the critical connection to South and East Asia, which must be understood by present and future policy makers."
